IN THE MATTER OF HOPEWELL RANCH SOLAR 1, LLC’S APPLICATION FOR A CERTIFICATE OF PUBLIC CONVENIENCE AND NECESSITY TO CONSTRUCT A 2.5 MW SOLAR PHOTOVOLTAIC GENERATING FACILITY IN HARFORD COUNTY, MARYLAND

NOTICE OF PUBLIC COMMENT HEARING
A public comment hearing in the above-entitled matter is scheduled for Monday, July 13, 2026 at 6:00 p.m., at the Level Volunteer Fire Co., Inc., 3633 Level Village Road, Havre de Grace, Maryland, 21078, concerning Hopewell Ranch Solar 1, LLC’s application for a Certificate of Public Convenience and Necessity (“CPCN”) from the Maryland Public Service Commission (the “Commission”).
The hearing will begin with a presentation by the Applicant followed by a presentation by the Department of Natural Resources (DNR), Power Plant Research Program (“PPRP”) of its recommendations with respect to the Project; and followed by the Technical Staff of the Public Service Commission of Maryland (“Staff”) as to its recommendations regarding the Project.
If any member of the public is unable to attend in-person but would like to participate virtually, they may sign up through the Public Service Commission of Maryland’s (“the Commission’s”) website https://psc.maryland.gov by Thursday, July 9, 2026. On the Commission’s home page, scroll down until reaching the section titled “Comment on a Case.” Under that section, click the link for “Learn More.” On the next page, scroll down to the Calendly application. Scroll to the entry for “9811- Hopewell Ranch Solar 1 (CPCN)” and take the following steps: click the box for “9811- Hopewell Ranch Solar 1 (CPCN)”; click on July 13, 2026; select 6:00 p.m. and click on “Next”; and enter your name and email address and click “Schedule Event.” You will receive a zoom link for the meeting once you have completed the sign-up process. Barring any technical difficulties, the hearing will also be live-streamed and a recording will be available on the Public Utility Law Judge Division’s YouTube Channel (http://www.youtube.com/@mdpscpuljs327).
Written comments on the proposed Project may be submitted electronically or by first-class mail through July 20, 2026. Instructions for submitting written and electronic written comments can be accessed by going to the Commission’s home page at https://psc.maryland.gov, , scrolling down to the section titled “Comment on a Case” and clicking the link for “Learn More.” The instructions can also be accessed via the following link: https://psc.maryland.gov/online-services/file-a-public-comment/. Comments submitted electronically must be submitted through the Commission’s e-file system, which can be accessed via the following link: https://webpscxb.pscmaryland.com/DMS/E-file-pc. Commenters utilizing the Commission’s e-file system are required to complete a one-time registration.
